HISTORY OF AFFILIATION
The Naorem Birahari College, Khundrakpam was established, as is known today, in the year 1986 and is registered under Regd. No. 1989. The college started course for P.U.C. (Arts)-I Year in 1988, and the first batch of P.U.C. (Arts)- II year appeared the P.U.C. Examination, 1990 at D.M. College centre was due permission from the Manipur University, Canchipur.
The Council of Higher Secondary Education, Manipur granted permission to open class XI (Sc) stream from 1995-96 under the order No. 3/7/92-HSC/494 vide Resolution No. 2.1(4) dt. 12.09.1995. The Council further gave permission for continuation of class XII as per order No. 5/28/96-HSC, dated 20th July, 1996 vide Council Resolution No. 2.1 dated 16.07.1996.Further, Manipur University granted permission to run TDC 1st Year in the subject of (i)English (ii)Manipuri (iii)Economics (iv)History (v)Political Science (vi)Education and (vii)Mathematics w.e.f. from the session of 1993-94, Vide Order No. MU/2-1/80CDC/5797 dated, 11/01/1994.
The college was granted Temporary Affiliation by the University up to TDC 2nd Year (Arts) in the subjects permitted, vide Order No. MU/2-1/80/CDC/2170 dated the 18/12/1994 as the Syndicate Resolution No. 16/134/16/12/1995.Manipur University further granted permission to open course of study for B.A 1st Year Honours in (i) Economics (ii) Political Science (iii) Education (iv) Manipuri (v) History w.e.f. from session 1999-2000, Vide Order No. MU/2/1/80/CDC/1874, dated 03/12/1999.
Manipur University finally granted Permanent permission to Naorem Birahari College, Khundrakpam from the year 2004 vide Order No. MU/2-1/2004/CDC/2874, dated, the 6th May, 2004 under the Syndicate Resolution No. 6/182/29-04-2004. Consequently, the college has been included under section 2(f) and 12 (B) of the University Grants Commission, Act, 1956 under vide Order No.F.8-195/2005 (CPP-I) dated, 24th August, 2005 and F.No. 8-195/2005 (CPP-I/C), dated, 19th November, 2010 respectively.
The college started with P.U.C (Arts) I in the year 1988, and the batch of P.U.C (Arts) II appeared at the P.U.C (Arts) Examination in 1990 in D.M. College centre with Manipuri University permission. Since then the Arts stream has been gradually upgraded up to B.A. Third Year with Honours Courses in many subjects. The College has been running in XI & XII (Arts/Science) at higher secondary level and B.A. / B.Sc (General/Honours) at degree course with Permanent Affiliation to the Council of Higher Secondary Education, Manipur and Manipuri University, Canchipur respectively, with the required number of lecturers who are appointed as per guide lines of University Grants Commission (UGC).
Ever since its inception, the college have had the following able local educationists and social workers as Secretaries of its Governing body–Shri H. Ibobi Singh, (23/08/1987 to 24/06/1994) and (15/09/2002 to 28/02/2006), Shri L. Tikendra (25/06/1994 to 1996) & Y. Thoiba Singh (1996 to 15/09/2006) Dr. M. Agni Singh took over charge of the college forward as the Secretary from 28/02/2006. And the present is Shri L. Ibohal, Social worker. Under their dedicated Secretarships the college was and has been pushed forward with tremendous growth. Thus the college has been flourishing in rural area of Manipur since 1986.
Besides catering to the need of a higher education centre in the Pangei-Khundrakpam Saikhul region, the college now also serves a centre of learning to people from various parts of the state. Hundred of students from various part of the state, especially from in and around the greater Imphal region are enrolled in this institute. Many more have successfully passed out from the village with satisfactory achievements in their academic and social field of life.
The college is run by a registered Governing Body bearing Registration No. 686 of 1989 under Manipur Societies Registration Act, 1960. The Naorem Birahari College, Khundrakpam is co-education Institute and provides the utmost care and safeguards the interest of all sections of student’s irrespective caste and creed.
Main Aims and objectives
- The main objective of the college shall be to impart Higher Education to the rural students in general and to the poor in particular, who are deprived of any sort of Education facility available elsewhere in Manipur or abroad.
- The College also aims at promoting a spirit of humanism of tolerance and social justice through neighborhood service.
- To foster human resource of the State and Nation.
MANAGEMENT
The college is under the management of a Governing Body constituted as per prescribed norms comprising of two Teacher’s Representative, two Donor’s Representatives, two Representatives of University, two Guardian Representatives, two local Educationists and Principal as Ex-Officio member.
The institution follows a democratic and participatory mode of governance with all stake holders participating actively in its administration. The Governing Body delegates authority to the secretary and Principal who, in turn share it with the different levels of functionaries in the college. The Heads of Departments, the Conveners of various committees and cells along with the staff representatives on higher decision-making bodies play an important role in determining the institutional policies and implementing the same.
STRATEGIC PLANNING
The institution has a Perspective/ Strategic Plan in place to help it develop in a systematic, well-thought-out and phased manner.
- Application for grants from government and non-government sources.
- Extension of available area through vertical expansion to accommodate more classrooms, laboratories, auditorium, staffrooms etc.
- Renovations to revive the ageing infrastructure of the institution.
- Improvement of the Scope and Profile of the Teaching-Learning Experience through greater use of ICT and other innovative means.
- Introduction of new subjects at the under-graduate level.
- Application for more substantive posts from the State Government.
- Application for Post-Graduate Courses.
- Achievement of national recognition in the form of grants and awards.
- Mobilization of funds and projects through the alumni associations and other stakeholders.
PARTICIPATION OF TEACHERS IN DECISION-MAKING BODIES
- Teachers discharge an important role in implementing the visionand missionof the college and to that end play a proactive part in the decision-making process. Heads of Departments enjoy considerable administrative and academic autonomy in running the in disciplinary units.
- Teachers influence the institutional polity through the Teacher Council, through their representatives on the Governing Body, the Finance Sub-Committee, the Buildings Sub-Committee, and the Hostel Sub-Committee of the college.
- Besides, teachers are members and conveners of the various committees that are instituted for the day-to-day functioning ofthe college. Some of these committees are the Academic Committee, the Examination Committee, the Admission Committee, the Library Committee, the Seminar and Research Committee etc.
- Additionally, teachers discharge an energetically pervasive role as Motivators and spearheads of cultural and socially conscious activities in the institution by steering the NSS unit, the Eco Club.
COLLEGE ADMINISTRATION
The college administration is controlled and run by a qualified and well experienced Principal who is a Doctorate Degree holder. There is an office staff of adequate number of assistants who are actively assisting the Principal in the administration works.
TEACHING STAFF
There are 60 qualified lecturers both junior and senior-who are devoted to the teaching profession. Some of them are Doctorate Degree holders and many are first class degree holders in the Master’s Course. Many of the lecturers regularly join the refresher Courses, Seminars and other important academic courses conducted by the University and etc.
COLLEGE LIBRARY
The college has a library equipped with text books. Reference books, journals, newspapers and other relevant books. A reading room is attached to it. Students can avail of various aspects of knowledge relating to their subjects. Besides they can gather up to date information of current events and job facilities/ opportunities. The Library is in charge of a qualified librarian.
